Contacted the college it previously belonged to and confirmed it is free & clear of the school and may be resold by the thrift store.

A good Samaritan found a Dell laptop with a STOP Security Plate at CT State Community College. Confirmed it belonged to a large software development company. Contacted the STOP administrator and provided the details. The device was confirmed decommissioned and free & clear of the company.

Contacted the STOP administrator at the Independent School District who owns the devices with the details of the incident to recover the devices. Recovery in process.

A UPS employee contacted STOP to report a found laptop with a STOP Security Plate ID at their Independence, Missouri facility. The device had no shipping label or identifying information. STOP confirmed it belonged to a business consulting firm and notified their administrator. The firm has started the process of recovering the device.
